“Social Rights in International Law: From Theory to Practice”
The Koufa Foundation for the Promotion of International and Human Rights Law is pleased to announce the 6th Thessaloniki Summer Courses on “Social Rights in International Law: From Theory to Practice” to be held online from, Wednesday 23 June 2021 to Friday 2 July 2021 in Thessaloniki, Greece.
The Summer Course will focus on social rights in contemporary international law. Although all human rights are nowadays considered as indivisible and interdependent, economic, social and cultural rights have received less attention than civil and political rights in both domestic and international law, due to the prevalent perception in past decades that they were non-enforceable and non-justiciable programmatic rights. The Summer Course will approach this perception critically and will highlight recent developments that illustrate the renewed interest and relevance of social rights in the contemporary world.
In this context, the Summer Course will delve into a variety of crucial aspects of social rights in contemporary international law. The lectures by renowned scholars and experts in the field will focus, inter alia, on the historical evolution of social rights as human rights; the main universal and regional instruments, particularly the International Covenant on Economic, Social and Cultural Rights, and the European Social Charter, the controversial questions of justiciability, enforceability and extraterritorial effects of social rights; the nature and scope of state obligations to respect, protect and fulfill social rights; the obligation of non-State actors to uphold social rights in the framework of investment and other activities etc. These issues will be covered from a practical perspective by examining the most recent practice and case law of domestic courts, the Committee on Economic, Social and Cultural Rights, the European Committee of Social Rights, the approach of the European Court of Human Rights and other regional courts and organs.

“Κοινωνικά Δικαιώματα στο Διεθνές Δίκαιο: Από τη Θεωρία στην Πράξη”
Το Ίδρυμα Καλλιόπης Κούφα για την Προαγωγή του Διεθνούς Δικαίου και την Προστασία των Ανθρωπίνων Δικαιωμάτων ανακοινώνει τα 6α Θερινά Μαθήματα Θεσσαλονίκης. Τα φετινά Θερινά Μαθήματα του Ιδρύματος Καλλιόπης Κούφα θα επικεντρωθούν στα κοινωνικά δικαιώματα στο διεθνές δίκαιο και θα λάβουν χώρα αποκλειστικά ηλεκτρονικά από τις 23 Ιουνίου ως τις 2 Ιουλίου 2021 στη Θεσσαλονίκη.
Παρότι τα ανθρώπινα δικαιώματα θεωρούνται αδιαίρετα και αλληλένδετα, τα οικονομικά, κοινωνικά και πολιτιστικά δικαιώματα έχουν τύχει μικρότερης προσοχής και ανάλυσης σε σχέση με τα ατομικά και πολιτικά δικαιώματα τόσο στο εθνικό όσο και στο διεθνές επίπεδο, λόγω της κρατούσας για δεκαετίες αντίληψης ότι είναι μη αγώγιμα και με διακηρυκτικό κατά βάση χαρακτήρα. Τα Θερινά Μαθήματα του 2021 θα προσεγγίσουν κριτικά την παραπάνω θέση και θα φωτίσουν πρόσφατες εξελίξεις στο τομέα των κοινωνικών δικαιωμάτων που καταδεικνύουν το ανανεωμένο ενδιαφέρον και την έντονη απήχηση των κοινωνικών δικαιωμάτων στη σύγχρονη πραγματικότητα.
Στο πλαίσιο αυτό, τα Καλοκαιρινά μαθήματα θα επικεντρωθούν σε μία σειρά κρίσιμων πτυχών των κοινωνικών δικαιωμάτων. Εγνωσμένου κύρους καθηγητές και ειδικοί στα κοινωνικά δικαιώματα θα παρουσιάσουν, ανάμεσα σε άλλες θεματικές, την ιστορική εξέλιξη των ανθρώπινων δικαιωμάτων, τα βασικά οικουμενικά και περιφερειακά κείμενα προστασίας των κοινωνικών δικαιωμάτων καθώς και τους μηχανισμούς ελέγχου που προβλέπονται, τα αμφιλεγόμενα ζητήματα της αγωγιμότητας, εκτελεστότητας και των εξωεδαφικών υποχρεώσεων των κρατών για την προστασία τους, τις σχετικές υποχρεώσεις μη κρατικών δρώντων κ.λπ. Ειδική αναφορά θα γίνει σε συγκεκριμένα κοινωνικά δικαιώματα όπως το δικαίωμα στην εκπαίδευση ή στην υγεία. Τα Θερινά Μαθήματα θα περιλαμβάνουν εκτός από διαλέξεις, πρακτικά σεμινάρια, παρουσιάσεις των συμμετεχόντων φοιτητών και διαδραστικές ασκήσεις.
